It seems that you do not have access/are not registered in the licensing center. Please check how tos for licensing for further information. You should get in contact with the person who is responsible for the licenses on your side. There access should be available and licenses can be added to devices. Please beware that licenses always need to be added in the licensing center or device portal and then transfered to a device.

With my customer we also had to set P-0-0118 bit 15 to get the Mi's to go to Ab.

You tried to install a CoDeSys package via the library manager, but that's the wrong way for a package. For installing a package you need the "Tools> Package manager". In newer CoDeSys versions the package manager is renamed to "Tools>Add On installer".
