Can you please use offline licensing? That should work.

This is an issue that's been fixed for the new release WebIQ 2.12 which is planned to be released within the next weeks from WebIQ side. As a workaround you can just use a plain color instead of a gradient for the time being.

Hello all, With assistance from WebIQ, we found that deleting and reinstalling the WebIQ server app on the CtrlX core solved this issue.

In addition, runtime licenses cannot be used with a local WebIQ Designer installation at all.
