Can not find MC_Halt FB

In the CtrlXPLC  I can not found the MC_Halt FB in the PLCOpen,Where I can add this Motion FB?

Which function do you expect? And which version do you use?

You have CXA_PLCopen.MC_Stop (version 1.8.0.4) for decelerating an axis and stop it completely.

You have CXA_PLCopen.MC_AxisInterrupt (version 1.16.0.0) to temporarily stop the axis and be able to continue the still active movement command.

As you can see in the version number "1.16.x.x", it is part of the similar labled prototype version of ctrlX PLC Engineering coming as part of ctrlX WORKS. Please see the FAQ for ctrlX WORKS how to get it.
