There is no option for CtrlX Core X7 to upload bin file. Any one have any idea how is this possible? I try to factory reset also not possible to factory reset.

Did you already try to clear your cache or use a different PC? It could be that corrupted data is stored in the browser that prevents page from loading.

I tried another laptop that has not been connected to any ctrlX yet, result still the same.

As free for sales from system version 2.x on, please try reflashing the control with the latest image 2.6.1 available as early adopter version on our collaboration room.

If X7 only supports version 2. Then why we can select version 1 ctrlX PLC license in SOS?

I adapted my post above, to be more clear.
For your problem please download the latest 1.20.13 system image (out of the 1.20.9 overall system patch) and do an image update again, to make sure file is not corrupted and imaging process was completely successful. If problem still exists please send me a private message with your contact data to have a direct look to it.
