I would like to create a CODESYS package, but I am unable to install the CODESYS Package Designer.
The error message I get when trying to install Package Designer indicates only that the version has been blocked:
Based on comments found in the Review section of the CODESYS store, it appears the problem is not specific to our flavor of CODESYS (i.e ctrlX PLC Engineering 1.12.3, based on CODESYS 3.5.17.33.).
Does anyone have any further information on how to install Package Designer in ctrlX PLC Engineering or whether alternate methods may be used to create a CODESYS package?

I was provided the following information by a direct contact at CODESYS:
Some background- in SP17 CODESYS changed considerably by adopting modularization. Packages become independent of the greater CODESYS IDE install. Prior to SP17 packages would have versioning specific to the CODESYS version (ie, 3.5.17.0), where now ‘modularized’ packages will have versions starting with 4.0.0.0. This means now in SP17 there is an Essentials version which has minimum functionality but you can then install just the packages you need, where before the delivery came with quite a few packages already installed.

The Package Designer allows customers to build their own packages. It was previously part of CODESYS.
With SP 17 it no longer works due to the changed architecture (modularization). The "new" Package Designer" is still under development. Until its completion (probably at the end of the year), AP customers can use the Package Designer included in CODESYS SP 16 to create packages that will of course also work in the SP 17 context.

As georgkueh states, it is now possible to install the CODESYS Package Designer in ctrlX PLC Engineering (1.18 or later):
Thus it is no longer necessary to use vanilla CODESYS to create packages.
One caveat: previous versions of the package designer allowed end user license agreements (EULA) in pdf format. This is no longer the case. Now only .htm or .html formats are recognized. Older packages (i.e. ones that included EULAs in pdf format) will install without the user being forced to agree to terms. For example, ctrlX PLC CDS_SM Adaption 1.16.0.0.package currently installs without user review of the EULA.
