Faster refresh rate for IoT Dashboard

By default the minimum dashboard refresh rate is 5s, but this can be reduced as shown in the attached video.

• Edit grafana.ini to decrease the minimum refresh interval, and reboot to take effect
• Go into the dashboards settings to add time picker selections
