auto refresh timeout on startup of WR panels not working

Today I updated my WR15 to RC7 and tried to delay the start using the setting on the URL page for Kiosk mode. The screen now tries about 20 times to establish the link. But this only takes about 30 seconds. X3 takes about 3 minutes to boot. So the browser just faults to 404. See video attached. 

Is there something I am missing?

While the core is booting, it is already responding to the html requests from the webpanel although the web application still needs to initialize.
This is where the empty white window comes from.
We are already working on a solution.

The timeout setting specifies the maximum amount of time that a request can take before it is considered unsuccessful or timed out. If the request is canceled earlier because the core/server is not available, a new attempt starts immediately.

I look forward to this issue being fixed. It must be resolved by the next Long Term Release.

Today I tried the workaround startup.html but, as others have found, it does not work with RC7 because the Kiosk App does not accep the URL.

I'm thinking of downgrading my WR panel to RC4 where the startup.html. Is it even possible to downgrade to RC4 from RC7?

I will find out more about this topic later this week. It may not be necessary to downgrade to RC4 here.
I will also check the downgrade.
