F2816 Error

Hi, i have a month now that i am encounter  a problem with a drive hcs03.1e-w0070-a-05-nnbv . The build that i have is the drive with a card CSB02.1A-ET-EC-NN-NN-NN-NN-FW and an external resistor. I am using often this drives at the same build but never have a problem before at the machine. Suddenly one of the machines that i am using the Drive started has the error ''F2816 Softstart fault power supply unit'' . The error seems that has not any pattern and can be appeared randomly.   The steps that i have done until now to fix the problem without any luck is :

1) Measuring the main voltage( seems Ok)

2) Changing the Drive with a New one ( Error F2816 remains)

3) Load the initial parameters at the drive and after load again my backup (error remains)

Attached is the full backup of the Drive with errors F2816 inside. I will appreciate any help .

Is the parameter really set correct?:

What exactly did you exchange like you tell under 2):
- only HCS03
- HCS03 + CSB
- HCS03 + CSB + bleeder resistor

 

At the attached photo you will see the resistor that i am using at all my builds, if the value that you mention at your answer is this i highlighted with red then No i have wrong value all this time. Did you believe that this value can cause the F2816?  I want only to mention that i have make at least 10 same machines all with this build and same backups without problems. As for the second part of your question, I changed only the HSC03. 

@Drives_Uwe something to suggest?

Please enter the correct 109 kWs. And of course follow the hints given in the manual. the most likely ones I marked "red":
