If the supply voltage was disconnected while applying the setup will continue on the next step then it was before. If it happened while app installation the rollback mechanism from Ubuntu will be taken and app would be like before. Setup mechanism will ignore that file as installation/update already was triggered. So Setup needs to be run again, but will only need to apply the one app as everything else is already done.
