for me it looks like you don't have network connection to the internet in your App Build Environment.
When you create a ctrlX App Build Environment with ctrlX WORKS there is a check box on if you want to use HTTP and HTTPS proxy. You have to uncheck this box, if you have direct connection to the internet on your host pc. If your PC is behind corporate proxy (some company networks) you have to enable this, but in this case you also have to install a proxy tool on your host computer, which forwards the proxy to localhost:3128. My recommandation in this case would be to use px-proxy tool. https://github.com/genotrance/px/releases
I would also recommend to use the latest version of ctrlX WORKS (currently V1.20) to setup a App Build Environment.
