Codesys Profinet Controller License

Does the profinet controller licence also allow for a profinet device functionalilty? Or do you need both the controller and device license if you want to switch between the two?

Therefore are two seperate licenses: R911411678 - SWL-W-XC*-COSY*PN*CON****-NNNN and R911411676 - SWL-W-XC*-COSY*PN*DEV****-NNNN
