ctrlX offline hlep can not be accessed

I have installed the ctrlX offline help, but I can not open it. it always reports the below error. do you have any experience about this? thank you!

Hello Henry,

either the Offline Help Server is not running --> check Services 'ctrlX Offline Help-*' and restart them,

or your firewall setting do not allow to connect. --> add a firewall rule for

' C:\Program Files\ctrlX Offline Help\opt\iviews\ivcontent\nginx.exe\nginx.exe' that allows the connection on the localhost tcp port.
