License can't upload for a new core x3, cause the menue of 'settings->licenses' is empty.The 'upload ' button couldn't be seem. What's the problem for this situation ?

Did you already try to empty the browser cache (ctrl+shift+delete), as this could cause such problems?

The customer engineer said he didn't empty anything. Also our application colleague used his PC to connect the X3. It's the same. Empty in this menue. But if the systmem firmware updated from 01v20 to 02v06 (just for a test), the menue is normal. The 'upload' license button is there.

So this is heavily indicating that browser cache is the problem, as sometimes there are artifacts from one ctrlX OS web UI version stored, that will not work in another version.
So please try clearing the cache if such behaviour occur.

Thanks for reply. The engineer cleared all the cache and cookies.

But first of all, as the installed apps are quite old please update the system apps to the current patch version 1.20.10. Fastest is to to an image update, where files can be found in the ctrlX Store area on our collaboration room.
Single files can also be found in another folder in the ctrlX Store area on our collaboration room.
